ocelotWe decided just to go ahead and pay the Bernard the Crackmonkey rather than fighting it. I don't object to paying legitimate expenses (even if they didn't notify us properly), we're actually paying less due to this than we would have otherwise, and it shouldn't be a problem to get the money together.
So yay, I can sleep again.
The funny thing: After we finished doing the payment, he said he would send a confirmation letter that we should receive within 10 days, and to call us if we didn't.
I asked if he had our current address. He read off the address of our old apartment, which was why what started all this trouble in the first place.
