I expect it may have been a one-off or rarely offered class. Back when I took the class, it stated on the degree requirements page that other classes with a Women's emphasis could be substituted for the official classes. That disclaimer has since been removed, but I guess they decided to let it through.
Smart move - I wouldn't want a professor and student of Women and Social Action on my case :)
